  Surely PURC can adapt one of the many variants of CPI - X formulas where the X represents expected improvements in productivity. Anecdotal evidence suggests productivity is very low in our utilities, and CPI - X type formalas that link bonus of senior leaders of these utilities will be a step the right direction.
