  Part of the argument is that a president needs time to appoint ministers, mces, and heads of public institutions. There is a better solution: limit the president's powers to appointing ministers and a small circle of advisors, with heads of public institutions and the civil service to be appointed by an independent public service commission. This frees up time and at the same time has the potential to reduce the inefficiencies in the public sector due to the appointment of incompetent foot soldiers. The suggestion to extend the term from 4 to 5 years has no logic. On what basis was 5 years decided as the optimum? Why not 6 or 7 or even 10 years.
