I did addressed that, it is temperature, topography, air density, wind effec, that is why I mentioned depending on the time of the day. As it stands now, the mining and mineral acts concerning (explosive s), do not specifically address the distances at which blast should occur or the charge weight, it only addresses companies keeping blast records for 5yrs. Sometime you can have the desired time but if topography of the area is neglected, it's also going to cause damages.
