The Smart Port Note is a modern trade data verification system designed to enhance port efficiency, improve national security, and ensure Ghana owns accurate, real‑time trade data generated at the port of loading.

By ensuring advance verification of shipping documents before cargo is loaded, the SPN helps prevent cargo disputes, port congestion, emergency inspections, demurrage costs, and data gaps that have historically burdened importers, regulators, and the national economy.

The SPN reflects Ghana’s commitment to trade facilitation, security, and data sovereignty.

The SPN is not a new tax, levy, or import charge, It is an export‑side document validation process aligned with international trade practices already implemented in several countries across Africa, Europe, and Asia.

Global trade increasingly depends on accurate, pre‑arrival cargo information. Many countries now rely on cargo tracking and verification systems that ensures transparency and security in international shipping.

Ghana’s consideration to introduce the Smart Port Note (SPN) responds to Persistent data inconsistencies in shipping documents, Revenue leakages linked to misdeclaration, Security blind spots at ports, Dependence on foreign subscription databases for national trade statistics.

Ghana’s Smart Port Note s a smart, global‑standard system that verifies shipping documents before cargo is loaded—reducing delays, improving security, and ensuring Ghana owns its trade data.

Any validation cost is handled at the port of origin as part of normal export documentation processes.

International trade law does not mandate transfer of exporter compliance costs to importers

What SPN Is:

A pre‑loading verification of shipping documents

A trade data and risk‑management tool

An international best‑practice system

A national data‑ownership framework.
