  Let's not make this complicated. Pass a law requiring anyone, and I mean anyone (regardless of who you are) caught and convicted of either directly involved, sponsoring, or being an accomplice in the act face a mandatory minimum of 30-50 years prison time with hard labor. Any financiers should automatically face life in prison (no parole) or firing squad. Make 1-2 examples out of convicts and watch this nonsense stop in a heartbeat.
