  I have been making similar arguments about the need to get Africa room to manoeuvre without the tight expectation to jump directly to a fossil fuel free energy mix. Africa already accounts for a minuscule percentage of global output hence can be allowed to emit a bit more temporarily so it can catch up.
  
  Most of the foundation of renewable energy base requires a strong foundation in fossil fuels.
