  Free visa is not the same as no visa fee or free visa fee. I am sure the government is trying to make a U turn as the policy does not make sense. Advice the president to be strict with our borders and not to allow criminals into the country. We are surrounded by countries like Nigeria (see BOko Haram), Burkina Faso etc. Sudan, Somalia, Chad and other countries are unstable so we shouldn't open our doors to everyone. That is naivety. We may not be able to deal with the criminals and insecurity later on if we do so.
