  I agree with all the points. I would like to add that the practice of house owners especially developers of new estates with their yard completely paved or concreted is a small but increasing part of the problem. When the whole yard is paved or worse concreted, rain water cannot soak into the ground and just flows straight into the clogged gutters. I know of countries where large estates with paved yards are required by local council regulation to create a "wetlands" near the estate to prevent the rain water from gushing into already clogged drains.
