  Great suggestion, but I disagree with the large allocation to the Tech. Partners and the catchment area community. Tech partner should receive a maximum of 30%, especially if it is the old partners that are retained, Government 30% for mega national infrastructure, community 10% to avoid national imbalance, and Public Float 30% for greater public participation for accountability and local ownership. But great idea worth considering
