  How do you operationalise the National Intelligence layer? Gov'ts are not interested because they consider this class of people an existential threat; granting them access and influence will diminish opportunities for corruption and in the fullness of time undermine their limited experience.
  Reason why Ghana for all these years has provisions in the constitution that bars dual citizens from holding senior offices in the country and yet expect the same people to remit hard earned money for their comfort; As the ancients said "ye kyi coco a yedi ne ma"

  The history of Africans that developed the world or added to human civilization in all aspects of human endeavour are not made known to African students, because their forefathers said that when they are going to the farm and meet a white man the way, they must return home.
  If you are and African leader who depends not on the Caucasian to build your country, since you are not a puppet of the Caucasian you are called a dictator.
  When you are an African intellectual with knowledge and skills better than the Caucasian, Semitic or Mongoloid race, you are called a wizard by your fellow Africans who avoid you and don't want anything to do with you.
  The grandfather of the great Russian writer Alexander Sergeivich Pushkin Hannibal Abramovich was sold as a slave to the father of Russian Emperor Peter The Great.
  He was a a page to Peter the Great. Hannibal did not had formal education, but attended universities in England, Holland, France and other European universities.
  When he escape from lynching by French hoodlums and returned to Russia he became chief engineer for the Russian army. His knowledge and skills in ship building let him rose to the third in command of the Russian army.

  Unfortunately, for us Africans we are not exposed to Russian literature, that when Shakespeare was writing about love and kings who were stabbed at the back, Dostoevskii wrote about the economic condition of the Russian peasantry.
  When Western writers were writing about Gulliver's travel and Alice in Wonder land, Chennishevskii wrote about What is to be Done about mankind socioeconomic conditions, or what is referred to as utopian socialism, the new people who will build a new world, devoid of hunger, want and wars.
  Then Alexander Pushkin ode to his nanny and in a cruel age preach of liberty, indifferent to fame or pride, nor casting pearl at swine.
  Then we speak of another Negro-European writer Balzac.
  What about our own writers engineers, doctors and people from all aspect of human endeavour whom we don't sing about.
  However, we hear and sing songs about Europeans and not ourselves.
  Lets assorb the best experience that we can turn into intelligence.

  Vladimir Lenin went further to expose capitalist colonization of the world, export of capitals and banking, which he calls Imperialism The Highest Form of Capitalism.
  At the stage of decolonization Kwame Nkrumah found out that the capitalist will use the nationals of newly independent countries to control their economy which he stated in the booK Neocolonialism The Last Stage of Imperialism.
  So Africans can only free themselves from the brain drain when they explore history as a weapon and use it to defend their brain.
