The write-up is apt; kudos, Bawa. These same questions have been bothering my mind for some time. Why is the Auditor-General not being called out? What methodology did Manaessah use vis-à-vis the methodology used by the Auditor-General? Were there underhanded dealings between the Auditor-General and the supposed ministries? Zoomlion only comes in if there were procurement breaches, overpayment or they did not even carry out the work contracted to them. These issues have not been adequately addressed by Manassehs expose. At to what amount was received or not received by Zoomlion is immaterial unless fraud has been established.
