Japan has a 1,300-year history of gold mining without the scale of toxic water pollution and environmental devastation associated with Ghana's rampant galamsey. The difference is not some revolutionary technology or superior scientific knowledge. It is the uncompromising enforcement of environmental laws.
Japan's approach rests on two pillars: strict legal oversight and absolute accountability.
The Mining Safety Act: Under the oversight of the Ministry of Economy, Trade and Industry (METI), mining operators are legally obligated to maintain safe operations, prevent environmental damage and comply with stringent regulatory requirements.
The Water Pollution Prevention Act: This legislation establishes enforceable limits on industrial wastewater discharge, regulates hazardous substances, including heavy metals, and empowers authorities to penalise operators who violate environmental standards.
The lesson for Ghana is unmistakable: no amount of foreign investment, technological innovation or international collaboration will defeat galamsey without the political will to enforce the law.
Japan does not treat environmental protection as a public-relations exercise or a secondary consideration. It is a condition of doing business. Break the rules, face the consequences.
Ghana doesn't lack the technology, expertise or international partnerships to address galamsey. What it lacks is consistent, uncompromising enforcement and accountability. Until that changes, every new initiative is just another attempt to treat the symptoms while leaving the disease untouched.
One important distinction: Japan has also experienced serious mining-related pollution historically, so the strongest argument is not that Japan has never suffered environmental damage, but that regulation and enforcement are essential to preventing and controlling it.
