Consider cleaning the waste in our enviroment first before heading to the manufactures, just because of your hungry for taxes.Collecting taxes doesn's solve the issue of pollution.

At least now some sensible Youths are beginning to do what in effect the elders of state adamantly refuse to commit themselves to even admit of its existence - and that is the meance of pollution in Ghana today. The emergence of various odd industries in Ghana currently creating excessive pollution must be curbed, monitored and kept under control by the government in order to reduce it. Right now in Ghana there is no notable government department clearly responsible for monitoring those groups creating such pollution and hence the lack of some simple form of pollution reduction control mamangement scheme by levying for example. Therefore any such plans proposed now by the Youth must be readily accepted by the central government, introduced in the fight against the meance of environmental pollution in Ghana for the sake of our future generation.

This is deeply sensible; Ghana does have a sanitation problem that is wrecking Ghana and in turn Ghanaians. The idea of accountability to the individual level is worthy. In Japan, a very clean country, recycling is divided not just by plastic bottles but by type of plastic bottles, for better recycling. I think for Ghanaians just having public bins and toilets would help urban areas.
However one note on the issue of waste management for individual homes- the reason that Ghana lags behind somewhat is because there is no zip code system in the country; this makes the logistics of waste management difficult. If I was going to propose a non-existent technology to solve this issue it would be this one; a wireless 'beacon' that advertises a unique IP v 6 address that is permanently assigned to that building. This signal could be picked up by any device with wireless capabilities, including geolocation trackers; and details of this permanent ipv6 address would be added to a central government database. This could be used by rubbish collection vehicles to find homes, and it could be used by delivery vehicles etc....what can I say, I'm a dreamer :-)
