Call them for community meetings to get some ideas from them. Include them in decision making about their own country to suggest a plan that would be beneficial for all who trade at road sides and give them a time frame to vacate the streets to a safe and useful environment then you can give them fines. Those fines could help build and secure better market locations for them and for all. Do not arrest them because they are not criminals to be arrested and faced hard labor for what? There are lots of different ways to kill a cat.
