My brother, the issue of corruption and tribalism which are gradually sinking our country are not caused by the presidential system of governmment and cannot be cured by prime ministership.
The main cause of Ghana's problems is the constitution by which this country is being led. It is a rotten document - not well thought of and must be scrapped and replaced.
It is filled with inconsistencies, it concentrate too much power in the hands of the party and president of the day, it lacks checks and balances and it does not cater for the needs of the majority - poor and average Ghanaian. It is an ellitist document which only cater for the rich and powerful of the society such as parliamentarians and high government official.
The system was originally set up to cater for the needs of our colonial masters and since independence no government has found it necessary to revamp it because it gives undue advantage to the ruling party and president of the day.
I wish I have the time to provide specific examples why this document should be trashed. Just consider these few examples - why should the constitution allow the same outgoing president to appoint a committe to determine what he/she and the paliamentarians should receive as end of service benefit every four years.
Why should there be and end of service benefit at all to only these people when no other class of employees or civil servants enjoy such benefits in Ghana.
Appointment of supreme courts justices is an open-ended preposition, every president has the right to make an appointment. Very soon we will have over 100 justices but only nine are selected to sit on a case. The same open-endedness applies to the creation of constituencies and by the year 2016 Ghana will have over 400 of them.
The president appoints all regional ministers and district chief executives instead of them being elected. In effect these party appointees are only accountable to the president and the party in power but not to the people of the regions and districts where they are supposed to represent.
Corruption cannot exist by itself, rather it thrives or it's encouraged through the type of constitution and the systems set up to govern behavior and the people of the country.
When a president is wrong on an issue his ministers, regional and district appointees are silent for fear of losing their jobs.
Just ponder over these few examples !!!!!

If you don't have an oversight committe to go through whatever sponsored government program the cheats would always take advantage of the situation. As a matter of fact, what we are facing has delibrately been created so that the few and well connected would take advantage of the chaos and grap whatever falls in their hands.

However they'll defend this diabolic system to the death and discourage the formation of other forms of governance because it allows them to practise with impunity kleptocracy, nepotism, and what-have-you? We may not admit it but apart from the Great Kwame Nkrumah, the modest gains in our development have been made under military regimes. They're not expensive, less corrupt, more focused and less susceptible to the dictates of the West. Unfortunately the West has succeeded in whipping up animosity against them in the name of "democracy" and "human rights" abuses and we are worse for it.
