When you have personalities(good or bad)being the center of attention instead of institutions then you have fertile ground for impunity to take deep roots.

The relevance of the ICC is in question because of the its selective areas of operation.There is no doubt that most of its indicters are from Africa and the tribunal have become the busy criminal grounds for the African leadership.The of Uhuru in kenya could be tried in kenya because the rules allow that but that can only be done after his presidential tenure because of state immunities under the Kenya Constitution.Mean while,the West continue to commit crimes against humanity as was in Libya but no accountability because of big power politics.Until the playing grounds are made the same,most people will have their reservation with the tribunal.
