OHHHHHHHH, U'RE CAN'T BE SERIOUS. THE INABILITY OR REFUSAL BY A RETURNING OFFICER TO SIGN DOESN'T ANNUL ANY VOTES. AFTER ALL, POLLING AGENTS HAD SIGNED.
