In the US, anything passed by congress is not a law until the government signs it. If I said the president does not sign a law or implied that the president does not sign a law, I was mistaken.

I agree completely. In addition, the Constitution is perfectly clear. Anything done legally by the President as part of his duties remains valid even if the Court finds against him.
