It took me a hell to obtain my driving permit in Europe, after having driven for more than thirty years both in civil and the Military, not to talk about the monetary cost.What I saw at the DVLA in Tema just last January when I went there to do some papers was alarming indeed. I wonder if there is anybody in charge of our institutions in the country.
Sadly,it is the innocent travellers who sufer the consequences.We need to wake up and do the right thing.Somebody must be held responsible for this acts. We deserve better than this.

Using mobile phones, not displaying warning triangle,overspeeding and many others are the offences that attract a spot fine.I doubt how the system can be bamed for that. The western countries use spot fines but according to you there are western countries. that is true but the fact still remains their system was not that perfect from the very begining.I do agree with you that there must be proper address systems in order to track offenders. I also agree that there must be an option for any citizen who does not agree with the police to have his day in court. On police corruption i will just urge you to be a police man just for a day and you will who the real problem is. we are in the traditional stage of development where social ties are very strong. Just arrest somebody and you willreceive a delegation of chiefs who will come to plead or you will have your favorite cousin, aunty ,uncle or close friend calling you. it is a difficult situation. the system keeps improving. Let us all figth to make it better. Let us refuse to pay the money. Let us be ready to have our day in court and let us be ready to pay the fine no matter the amount rather than give it to the police.

again u have an option to challenge their opinion of the offence in question. we are not the first to do this; even some advanced countries(whatever that means)do it. this, i believe will sanitise the system if well implemented.
