  There is a private sector electricity power producer who does not know anything about the security of its gas pipe line. There is also the case of a private waste management company which does not know how to manage waste and how to collect it.
  The private sector has become the engine of inertia.
  Foreign companies in Ghana are not involved in technology transfer. For instance vehicle manufacturing companies that sold their vehicles in this country do not manufacture spare parts in Ghana. So where is the technological transfer?
