  Haha,who is not lethargic in Ghana?Perhaps only 0.1% of Ghanaians the rest are just lazy.You see how they shit everywhere,trash everywhere and even you find some folks in Old Fadama walking over garbage right outside their front door and can't be bothered to clean.We also gladly take bribes for the same reason-bcoz we dont want to work too hard earning the right way.All these bribing,trashing and cheating are forms of institutionalised lethargy,a cultural conditioning that makes lethargy seem normal.So if our state institutions are lethargic they definately got it from the wider Ghanaian society.

  This writer was not fair for not mentioning that Ghana ever had one of the most efficient and well disciplined civil and public service in the world. This was during the colonial era.Those were the days when a person starts as a messenger and retires as a deputy director through proper training and not just education. These disciplined men and women were the ones who helped the colonial administration to accumulate enough wealth for the national kitty before the Brits left our shores. When Nkrumah came he relied on these same people to achieve a lot within a short period of time. Unfortunately, when Prof Busia came to the scene, he arrogantly sacked 568 of these civil and public servants, even against a court order, and replaced them with incompetent university graduates. Ten years down the line these incompetent university graduates collapsed all the state enterprises and brought indiscipline into the civil and public services and since then the trend has not changed.
  Another issue is that we don't even know the difference between the school system and the college system. Schools and universities educate scholars whiles colleges train workers. You don't allow universities to train your workers. This is the reason why we have the command and staff college for the military and college of physicians and surgeons for medical doctors. It will interest you to know that an institution like the Prison Service has no college but rely on universities to upgrade their staff. The question then is can they convey prisoners to the university classroom block to be used for teaching and learning? The answer is no. This is why we need to strengthen the college system to train workers at every level of the public and civil service and leave the universities to run their funny academic programs.

  Thanks for brilliant article, however these are well known issues, but the funny part is that ndc blame npp and npp blames ndc for all these menaces, meanwhile every one of us participate in this corrupt system that we have created, no one party can fix this unless all hands gets on deck and begin to value integrity and decipline, otherwise there is no hope even in the next fifty, hundred years if we continue down this route, just take a look at our school system and the children in them now who in no time will take over, are they seing any great role models or are the teachers teaching anything better that what we currently have, go figure...
