I agree with private participation - e.g. sell 60% to private interests as is being done currently in Nigeria. Only we must sell TRANSPARENTLY not cheaply as was done with Ghana Telecom.
Forget it. These utilities are the politician's most lucrative cash cow. None of them will sell them except to themselves.
