Mr. Kofi Thomson you said that the parents of the child in question are registered members of the NHIS. However you did not know if they have paid their premium up to date. You are not able to tell us that the child in question is registered with the NHIS and has renewed his or her card since children below the age of 18 years of age do not pay premium.
Mr. Kofi Thomson Schedule II, Part I of Regulation 19(1) of Minimum Healthcare Benefits Subsection 4. Eye Care Services including
(a) Refraction
(b) Visual Fields
(c) A - Scan
(d) Keratometry
(e) Cataract Removal
(f) Eye Lid Surgery
Thus from the schedule above removal of tumor or cancer from the eye does not qualify under the schedule. However if the child is a registered member of the scheme the parents can negotiate with the scheme to pay a premium for that surgery.
The problem with the scheme is that most providers and members are not fully aware of how to let a none-schedule item come under the scheme. So since you are unable to let the scheme know about your problems you are supposed to pay from your pocket.

It is worse in Ashanti Region where capitation is being piloted.Wait till capitation reaches your region.
