Good article, Ahmed,
The real problem is one of accountability and sacnctioning. Every year the Auditor-General catalogues long cases of plain theft. Last year the Presidency alone over-spent its budget by 600 million.

All the thieves involved are still at post and probably stealing more today because they know that NOTHING will happen to them. They have their source of protection and that source is part of this thievery anyway!
