Kuunifaa, kudos for this one on top of all of the rest upon which Mr. Mahama and his NDC-controlled Parliament now sit, and have sat going on 6 years.

The last we heard from you we were not to worry about the FOI bill as far as Mr. Mahama is concerned because Ghana's Parliament has the bill, they are independent, and it is their responsibility to pass the bill.

Of course, we disagreed.

ITEM: This is Mr. Mahama's bill to spear-head and enact. And it will be his responsibility to ensure the Ghana FOI bill is not a Mugabe-type Right to Information bill, that when passed, the administrative machinery will be properly funded to guarantee independence to the organ/agency that will adjudicate cases where information is withheld for petty reasons against the public interest.

Regarding "Proactive Disclosure clause/provision", it gets easier and cheaper every day with access/recourse to Online Website Content, Mobile/Wireless technology, and cheaper print media. And as in all important administrative matters unresolved in Ghana, a decentralized system will work perfectly. One should not go to Accra for data/information that originated or was created in Tamale, Obuasi, Kumasi, Ho, etc.

Again, kudos for pushing the FOI-flag one more step, forward!
