  This entire write up is tripe. There is a reason we have competitive elections following which the winner is given a 4-year mandate to realize the agenda they presented before the electorate in the run-up to elections.
  
  At the end of 4 years the voters make informed judgement about whether the government's mandate has been executed to their satisfaction or not.
  
  Who will your legacy project awardees be accountable to? How will the polity determine that they are not simply glorified grey-haired egomaniacs feeding at the teat of the fund? If they function outside of electoral accountability, how do we judge their success or failure.
  
  The assumption that a candidate who twice was not able to persuade a majority of the electorate to vote for him should still have a backdoor path to pwoer is downright ludicrous.
  
  Nothing stops Akuffo Addo from broadening his NATIONAL (as opposed to depending on narrow ethnocentric hubris) appeal at the next polls. Simple. Besides what makes him competent to execute a "legacy project"? If we want people to solve disease, we have research institutes with trained technical personnel already doing that.
