What is wrong with what's going on, as you suggest of Mills, is that many of the young people in politics have neither the experience nor sufficient education to hold the positions they're holding. For example, what's Jinapor doing at the Ministry of Energy with no experience in management and academic training in energy issues?
In making such appointments, we must consider two things:
1. The person brings considerable professional experience to bear on the operations of the ministry or government agency. Here, it's not necessary for the appointee to have worked directly in the same field, e.g. energy, but as a minimum he should be bring some transferable skills from the professions.
2. A person without such experience can be given a chance to learn on the job as a deputy minister if they have sufficient academic or vocational training in aspects of the operations of that ministry or agency. Disciplinary theoretical knowledge allows an appointee the sort of imaginative ability that can mitigate their lack of experience and shorten the learning curve.
