A public service operating not on merit but JUST seniority and 'fun fool respect' is a great disservice to Ghana and the private sector in particular.Ministers of state must take direct responsibility for ensuring transformational leadership in their respective sectors under the close monitoring of the M&E unit in the Presidency, AND RELEVANT PARLIAMENTARY OVERSIGHT COMMITTEES!

  Nana, Mr. Mahama is himself corrupt and visionless leader. At the time Mr. Afari Djan was pounding on his chest in creating 45-additional constituencies, was Mr. Mahama not then the President and what did he said about that silly move by Mr. Afari Djan knowing very well that the meat on bone at that time was finishing when ordinary citizens with vision were crying against it?
  
  Doing the maths about these 45-do nothing parliamentarians which was added to the Government payroll with their GHC7000.00 monthly salary for a year comes to GHC3,780,000.00. This is just the salary and not mentioning about other allowances they are enjoying for doing practically nothing to enhance the warefare of their constituencies.
  
  Mr. Mahama cannot do your suggestion because he loved money and he is a crook and any attempts towards that move will expose all his secret negative doings. He could only do that if he let the axe fall on himself first by reducing his salary by a percentage and turning on his Cabinet, Ministers and all Managers in the Public Sector to do same. Other than that, any attempt by him will result a chaos and unexpected result.

  Currently the government is the largest employer in the country. If the government is to lay off workers, that will worsen the already depressing unemployment situation. Moreover, the private sector is not large, stable or buoyant enough to absorb any appreciable number of new employees.
  
  I believe the best approach to tackle the bloating government payroll is to do everything possible to weed out the ghost employees, as the writer suggested. For a start, at least there should be a way for the Accountant General's Office or the Auditor General's Office to cross check some sample selected names of employees from some Ministries on a monthly payroll listing with their approved time sheets, destination bank account and social security records to determine if some basic information is consistent.
  
  Unfortunately, I'm afraid that corruption among, and the fear of perceived or real evil spells against, the "watch dogs" and "blood hounds" would not allow any approach to yield much fruits.

  We have not put all the needed Administrative and Technical measures in place to prevent corruption and improve productivity.The Ministry of Finance must introduce Annual Revenue Declaration for every adult.The issue of National Identification Cards must be effective.Govt. must formalise the informal economic activities.Professional orientation will help productivity and avoid waste.If it's true that govt employs only 500,000 workers out of population of 24 million,then govt must create a very friendly environment for the private sector to grow faster.Besides,our Administrators heading institutions should be innovative and proactive in solving problems.As for now,NDC govt is not helping the business community at all,they have to monitor the negative trend and grease private business in the country to save the economy.Thank you.

  I believe the author has good broad intentions but as it is said the devil is in the details. First of all there is only 11,000 civil servants in this country and about 22,000 local servants, the rest comprises other public servants like teachers, nurses and Mds and public officers or political appointees. The problem of the rising wage bill has very little to do with civil servants and more to do with corruption by political leaders and appointees who are direct beneficiaries of the ghost names. Who takes the salaries of ghost workers?
  What the TUC has consistently called for, and I support, is for a thorough pay roll audit. Let us know how many civil servants are in which ministry, how much they are paid in total, how many are teachers there are in each district and the number of schools and students by category of basic, secondary tertoairy etc. We should be more sientific about this problem or stop bemoaning our incompetence.

  Writer, do you have the right figures, before the establishment of the local Government Service, the total number of civil servants including local government service staff was about 43,000. With about thirty something being ceded to the local government service, what will be the number remaining as core civil servants. It will interest you to know that government is choking the civil service with party foot soldiers and if that is what has push the number to 500,000 then I can't tell. Remember it is the civil service which runs government machinery, I will not fault you for you may not know. Ask the minister who writes their speeches. How much goes into MPs ex gratia, prez. ex gratis, vice prez ex gratia, ministers ex gratia and other government appointees, we better do our calculations well. Thank you.
