  Well written piece. I think the yearly payment is too small to cover most expenses, therefore they should develop a mechanism to determine the rich or those who can afford to pay more so that the poor can pay less and still enjoy the same benefits. It is a social intervention therefore we all need to sacrifice to help one another.
