This is a very good article except that the consultant did not delve deep into the Aeronautical Service provision. There are five components here, Air Traffic management, Aeronautical Information Service, Search and Rescue , Communications Engineering and Meteorological Services for International Air Navigation. All these are currently under GCAA whilst the last is provided by the Ghana Meteorological Agency. In fact he failed to state that cost recovery for the provision of AeroMet services is also an ICAO requirement. IF the Met Authority does not have any share in the air navigation charges, not in landing charges and not in overflights as well as in the Passenger service charge, a day will come when " the car will refuse to move because the transmission system is not working". The aviation sector is not only made up of GCAA, GCAL and the Airlines. This is a very serious mistake and the earlier we addressed the issue the better. In fact, we can go further that what the Cosultant has said. GCAA should be the current "Safety Regulations" and which is currently within GCAA. The ATC, AIS, Serach and Rescue, Communications , under International Protocols should be one body. You can call it Aerospace Authority or something of the sort. GCAA is a regulator of all the other bodies in the Aviation sector. As it stands now it is a mixed bag of confusion. We need a forum to address these issues to conform to International best practices enshrined in ICAO documents.
Let's look at these issues holistically. Nigeria could be a case study in the Sub-Region.

Thanks for the further insight,but for the purpose of this article,it was basically an overview and not a detailed aspect of the workings of Aviation regulatory/oversight responsibility and aviation services providers. I agree that there should be a concerted effort to overhaul our sector and like stated,should start with regulatory and policy definations and baselines. In Nigeria ,where I have worked as an aviation professional,they have NAMA,which is tasked with airspace management and NCAA which is the regulator and they have AIB,which is in charge of accident /incident investigations. They have FAAN to manage the airports,but they are sometimes even overwhelmed by the amorphous nature of their interactions. I guess we have to scale our operations to reflect capabilities and capacity. I guess that defining metrics for cost sharing and recovery ,will be part of a comprehensive and strategic aviation policy for Ghana,instead of the adhoc and rag tag policies that we have.

In Organization Behavior it is translate like this "Know the dimensions of the planning-organizing-leading-controlling (P-O-L-C) framework. Know the general inputs into each P-O-L-C dimension. A manager’s primary challenge is to solve problems creatively. While drawing from a variety of academic disciplines, and to help managers respond to the challenge of creative problem solving, principles of management have long been categorized into the four major functions of planning, organizing, leading, and controlling (the P-O-L-C framework). The four functions, summarized in the P-O-L-C figure, are actually highly integrated when carried out in the day-to-day realities of running an organization." I rest my case.

Great overview of Ghana's Aviation industry especially the emphasis on the bottlenecks and setbacks confronting it. The subject of establishing an MRO has crossed my mind several times but as you mentioned the lack of expertise in this area hinders its success. An MRO could help sustain the industry and make Ghana a force to reckon in the sub region. I would like to emphasize on your suggesting of establishing a solid infrastructural base as the key to a viable Aviation industry as opposed to our obsession of trying to create or revive the National Air Carrier.
