  While it may be hard to find reasonable solutions to be able to provide water filtration systems that can be made within a country that doesn't have many resources, many countries are designing and producing clay or ceramic water filtration systems to be able to provide to their population, while employing many of the local citizens. This country sounds as though they could follow this and start producing these as well.
