  Under the same rules, NPP won 2 presidential elections. It is only when NPP loses that they see they rules as not being fair.

  The reality, of course, is that in the world of politics, it's never simple as you suggest to remove the influence of "big money" in politics. Funding political parties and election campaigns be it in the U.S., UK, France and Ghana or everywhere have been open to abuse by the very political parties, wealthy individuals, the lobbying industry and corporations.
  
  How do you monitor who 'meets and eats' with the President or the main Opposition leader? And a cap on individual donation doesn't mean there's no way around it.

  As usual is not tenable. Look, I have a feeling that an imposition of a cap [referred to as limits in he US],that is the amount[s] political parties and individuals can spend on waging campaigns and running for office, will be a good starting point. It would help avoid the kinds of sad spectacles and phenomena we have all witnessed within the different political groupings - Fonka games;payment of winning/losing bonuses etc.

  This is a good format for debate. I have posted here before that what we need in Ghana is state financing of national elections with a cap on how much each candidate/party can spend on any one election.

  This is a good format for debate. I have posted here before that what we need in Ghana is state financing of national elections with a cap on how much each candidate/party can spend on any one election.
  
  In that case the amount of state funding that any party receives will depend on the percentage of votes it garnered at the previous election.
  
  The 1992 Constitution does contain a clause on the funding of elections. It also contains a clause whereby political parties have to present to the Electoral Commission their audited accounts of the election spending no later than 3 months after the election.
  
  As far as I can remember a few parties did so after the 1992 election, with a lot of questions that never seemed to have been answered, and since then the EC itself has been so politicised that it has not had the nerve to compel the political parties to comply with that important requirement.
  
  The obscene depths of corruption that are threatening the very foundation of the country can be traced to the money bags that fund politicians and later hold their clients and Ghana to ransom.
  
  Instead of the largely irrelevant debates on the various radio stations, the media can monitor both electronic and newspaper adverts of each political party and provide a reasonable estimate of the amount each party/candidate spends on election campaigns.
  
  The politicians and their paymasters are only taking the people of Ghana for granted and the rest of us don' seem to care a hoot.

  I disagree with you on Public Financing, it only guarantees victories for incumbent Parties due to the power of 'bully pulpit' and the advantages of incumbency. Paul's reference to U.S. electoral cap rules is obselete, the U.S. SC recently ruled in favor of unlimited contributions by individuals and corps. On the whole Paul hints on very important and crucial issues, but we are NOT going to get there within a few election cycles. And contrary to what is being suggested, I think vote rigging is very rampant and real, must be tackled first before campaign finance purity.
