  "NHC were also to be converted into an upper-chamber of parliament, as seminally proposed by Dr. J. B. Danquah" 50% of the population although I doubt where you got your figure from.
  Majority domination is recipe for civil war. We have seen the hazards tribalism destroy many African countries. Let's not put emphasis on attributes that will divide us into camps. How seeing ourselves as Ghanaians rather than grouping ourselves into meaningless factions based on our tribal origins?

  The National House of Chiefs ( NHC's) & the Regional House of Chiefs (RHC's) should be given the authority to govern, be accountable for, and see to the development of the rural areas where they have jurisdiction. Their work shouldn't interfere with the work of the MMDCE's; what they do should enhance what the Chiefs are trying to accomplish. Our Chiefs have become extremely literate. This would require constitutional amendment.
