I think we must distinguish between three different kinds of roads, streets, highways:
Privately constructed pathways, roads and streets; the Legon, KNUST, Cape Coast University, UDS, Achimota School, Aburi Girls, Mawuli, etc. beatification & road construction crew, of course, have to charge money for the upkeep of their work. The tolls they collect will go directly into paying the workers - creating more jobs.
Public or Central government constructed streets, roads, and highways which is paid for with our tax money, with no money or tolls collected for usage; the central govt. will see to the payment of the workers who maintain regularly these public funded streets, roads & highways.
Private-Public Partnership constructed Superhighways where drivers have to pay tolls for usage. Inter-state users going to say Cote d'Ivoire,Burkina Faso, Mali or Togo have to contribute to the upkeep of these Superhighways. ( No more free loading )

Sarpong,Ahoofe & others, we have to engage in the discourse without resorting to name calling and insults.

You mentioned your location to be Nassau Community College of SUNY,Garden City, New York. You pay toll to get to work and pay to park your car at the campus. The monies collected is used to maintain the roads and school parking lots.

It is a form of road pricing typically implemented to help recuperate the cost of road construction and maintenance, which (on public roads) amounts to a form of taxation."

Two wrongs don't make a right" Name calling is irrelevant to the topic and neither does religious beliefs and geographical origin have anything to do with the issue. I am sure you being a black man in New York should have been discouraged you from discriminating against any human being.

Back in the 70s, there was man in Accra called oneman contractor and he took on to himself to fill pots holes and motorist paid him voluntarily whenever they passed on the roads he was fixing. This man found a way to employ himself. That is the spirit the minister is conveying here.

Ghana will never be in chaos. We are too wise for that. If you don't have a solution to a problem, don't be the problem.

You must be a shameless liar! Come to my school and see if any faculty or staff member pays to park his/her vehicle anywhere. We even have free parking for hybrid motorists.

Yes, we pay highway tolls, but the roads are in constant repair. Can you make the same case for Ghana?

Yes - you do pay parking fee on the campus parking lot. Most colleges in the USA including your school add the fee to your tuition..It is called a parking sticker fee - paid for at registration. You place the sticker on your ...

You place the sticker on your vehicle's windshield. That is if you have a car. Not applicable if you are walking to school or using the subway/bus. This money goes to maintain the parking lot.

Secondly, you can't compare New York to Accra. We are trying to learn a better process to get there....I like it when you say ..."Yes, we pay highway tolls, but the roads are in constant repair. Can you make the same case for Ghana? "
They are in constant repair because you are paying tolls that generate funds for the repairs. What do you think the minister of road and transportation is talking about?

As far as i am concerned i don't care what general mosquito says- i don't even know who he is. The best name for him should be general mosquito spray. I know we have a lot of mosquitoes in Ghana and he can help eradicate them ...
