  This is what happens when we do not look at all possible implications of the Single Spine.This system practically makes it possible for one to earn twice their salary upon completion of some degree course even though they will be doing the same job in the same position.Since workers can study privately, the quota for study leave applications does not stop them.
  Imagine a teacher doing distance education which means he has to attend classes over the weekend and do assignments etc; when does he have time to teach; They therefore take advantages of all possible excuses for not working eg sick leave etc.
  I suggest increase in salaries should be coupled with more duties such that the salary is related to the job and not the qualifications of the worker. That is what happens in the private sector, so why should govt do otherwise?

  Then the health sector policy is getting archaic if people are bypassing it or the administration is weak. Increase supply health sector schools to increase supply and we will even get surplus.
