  In Ghana, a 6-year old is aware of the corruption that permeates every level of government and no one knows more about this than foreign governments who have seen their share of Ghanaian passports in the hands of other non Ghanaian nationals such as Nigerians and other African nationals. We have Ghanaian university students who help their Nigerian classmates to obtain Ghanaian passports for monetary rewards and or passport officials who supplement their wages/salaries by taking hefty bribes to facilitate the process for applicants. The national ID implementation and administration has been a joke from the onset. Is the national ID intended to serve as our social security identification? What government service would a national ID facilitate? How do we currently identify Ghanaian born and raised relative to illegal Ghanaian residents? Would we disallow a holder of Ghanaian passport as a legitimate and acceptable Ghanaian ID for the purpose of obtaining a national ID? If not how do we resolve the value of the national ID if anyone can claim a right to a national ID?
