  do you think our leaders dont know this? so what stops us from implementing a centralized database system? take DVLA as a case study, ICT based system created to eliminate manual work, fraud etc.. but employees of DVLA and other interested parties made sure that the system never worked because of their own selfish interest. lets take government payroll, some group of persons are benefiting seriously from ghost names business. so whatever system you introduce to eliminate ghost names trust me the interest group affected will make sure that the system never daylight. same applies to our leaders, politicians etc... the know the truth but they will say one thing and o the other. they are not public servant but bunch of business men milking state resources.
