  Until responsibility for vital development programmes is given to people solely on the basis of qualification, experience, competence, vision, commitment and passion for innovation and progress, nothing will change, and SADA will meet the fate of the URADEPS, NORRIPS and UWADEPS, unfortunately! We should account for everything that was undertaken - from strategy used, measurements attempted, processes tried, people employed, not to mention the technology utilized - all followed by end of project evaluation.
