It will be cheaper to put a wall around these ghettos and let them live in it. Every community should be responsible for cleaning their neighborhood and stop depending on govt. to provide toilets and free garbage pick up.
Initially, the law made it clear that people's whose houses or shops or landed property abut roads/streets and their gutters were responsible for cleaning them. And people used to do that.

Let's face it folks, as a country we are dirty by nature. Travel to all the regions and see for yourself.
I agree with you that we are dirty even at national level. But it is a good thing? There must be stop. And this stopping must start from nowhere either than the nation's capital.
