In my view borrowing per se is not a bad option. However the question is what you use the borrowed funds to do. The fact that you have borrowed to build a factory, a bridge or a school in itself does not mean that it will result in economic transformation. The important thing is to make sure that The school, road, clinic or what ever you borrow to do is done at the most cost effective manner, on time and at the right quality specification. It is when these principles are adhered to that you are sure to obtain the best returns that would enable you to make more money to service the interest on the loan and even pay the loan off. However if you borrow for a project and the project is haphazardly delivered long after the agreed delivery date with no regard to quality standards or financial propriety you can never get the returns to pay back the interest or the capital when the banks knocks at your door for payment. This is exactly what is happening to us as a country. We have borrowed so much but have woefully, criminally and fraudulently ed to ensure the judicious use of the loans hence our inability to generate enough to pay the interest.The fact that you have borrowed money does not mean it is free money that could be wasted through corruption and fraud. Yes you can do that but then don't be surprised when you are unable to generate enough to repay the interests when they fall due.If the monies that we have borrowed since the last 5 years had been used in a well thought out projects,and have ensured that every dollar has been expended judiciously, have ensured that each of the projects are delivered on time and within the quality specification there would never have been a situation where we would be unable to pay for the interest. What we always forget is that borrowed money is no free money .

The China 3 billion dollars loan is typical of what I am talking about. You sign a contract that binds you to allow China to do 60 percent of the contract, e.g.Workers and supply of materials.
You pay off tbis debt by giving China 13,000 barrels of oil a day for 15 years. That is 6.5 billion dollars pay off excluding interest of about $500 million for the 15 years.
You borrow 3 billion and return 1.8 billion right back to China in the 60 percent stupidity clause. Tbis is a contract only people retarded or lobotomized will sign.

Can 350,000 workers service 25 million people? Definitely. In Ghana we have one worker servicing 30 people. In USA, we have one government worker servicing 300 people so in USA, they would have needed onlh 70,000 servicing 25 million instead of 700,000 workers.
Has the government workforce increase that much from Kuffour to Mahama? Not that much if any at all so why are we spending too much money now than Muffour's time and getting less service?
We were using only 30 percent of government revenue to pay government workers, 1.9 billion dollars but we are now using about 4.3 billion dollars and close to 70 of government revenue due to the bad implementation of the SSSS policy that doubled and in some instances tripled workers wages but has not improved their finances because government has taken the increase back with high cost of electricity, water,food, etc.
Hazor, Kuffour was able to do a lot because he and hid administration were prudent and innovative unlike this clueless administration.
The government has increased the workers wages astronomically and it cannot take it back or lay off workers tp become unemployed that is why it has to privatize some agencies allow the mission schools to be ran by the Churches and others to reduce government expenses.

Meanwhile, my friend retired in his little village in Bedfordshire and within six short weeks, he is receiving his monthly pension. That is decentralisation, that is what Sarpong is talking about.
I am almost certain that 25% of the people listed as "government employees" are ghost names. Any government that cannot sort that out in the 21st century is not worth calling it a government, and you certainly do not require 140 people at a plush hotel to do that. It is a very simple Microsoft Excel solution!
