Extraordinary Congress Dissolves NFF's Board
Written by Ezeocha Nzeh, Abuja - Sunday, July 6, 2014
THE Extraordinary Congress of the Nigeria Football Federation (NFF) rose from its meeting Saturday, dissolving the Aminu Maigari-led Executive Board.
The meeting, which held at Bolingo Hotel, Abuja, accused the Maigari administration of secrecy in the finances of the federation, as well as manipulation of the NFF Statues to suit its interest.
Following the dissolution, the congress also reconstituted the NFF Electoral Committee and the NFF Appeals Committee to prepare ground for election into the NFF Executive Board.
Delegates attended the Extraordinary Congress, which summoned the chairman of chairmen of Nigeria Football Associations, Effiong Johnson, to discuss recent developments in Nigerian football, from the football aπssociations of the 36 States of the federation and the FCT.
Reading the decisions, the chairman of the communiqué drafting committee, Obinna Ogba, said: "The Extraordinary Congress unanimously endorsed the dissolution of the Aminu Maigari-led NFF Executive Committee, and immediate termination of the employment of all management staff.
"The congress also endorsed the dissolution of the boards of the Nigeria National League, Nigeria Women League and the Nigeria Nationwide Leaguec
"The vice Chairmen are to take over the running of the Leagues and report to the Acting General Secretary of NFF.
"Congress approved the appointment of Lawrence Katken as Acting Secretary General of the NFF, pending the appointment of a substantive General Secretary.
"Congress bemoaned the international embarrassment caused the country at the 2014 FIFA World Cup, by failure of the Aminu Maigari-led NFF to fully and firmly resolve issues of finance with the Super Eagles ahead of the tournament.
"Congress accused the Maigari administration of abuse of NFF Statues in its constitution of the NFF Electoral Committee, by altering the list of persons approved by the congress at the 2013 General Assembly."
New eight-man NFF Electoral Committee and six-man NFF Appeals Committee have been reconstituted to prepare for election into the Executive Board.
It is recalled that a High Court sitting in Jos, Plateau State, had on Wednesday, granted an interlocutory Injunction in a case filed by Mrs Baribote, restraining the NFF President, Aminu Maigari and the Executive Committee from managing, directing and conducting the affairs of Nigerian football pending the determination of the Motion on Notice.
Consequent upon that mandate of the presiding Judge, Justice P.L. Lot, the Minister of Sports, Tammy Danagogo, on Thursday appointed Lawrence Katken, as Acting General Secretary of the NFF. His appointment has now been ratified by the Extraordinary Congress.

My problem with this Justice Sarpong guy is that in a jumble of explicit and tacit facts and fiction, he combines all this confusion to make accusations and final judgement against the Elvis Afriyie guy whilst continuing to ask questions about what Afriyie did. Why, has he also got a personal interest in the sacking of the Minister? Is Justice Sarpong really a journalist. Before this Brazil circus, UI had never heard of him before.
This kind of choooboi, chooboi call to lynch mob action, based on 'ak??, ak??' might even spoil any case which can be made against those who we all suspect of various acts of malfeasance in Brazil.
I suspect - not accuse, Justice Sarpong of also suffering from the 'Sulley Muntari syndrome'.
Too many Ghanaians are behaving like 'babies crying over spilt milk' in reaction to this matter of our less than impressive performance in Brazil.
I also suspect - not accuse, NDC sympathizers of using the sad events to make unnecessary noise to distract the publics attention from the woeful failure and corruption of the NDC govt who has factually been siphoning huge amounts in all sorts of illegal or questionable ways into undeserved pockets.

The adage that there is no smoke without fire has stood the test of time. It is the same with Elvis Ankrah. I remember about a little over 4 years ago when he was the deputy minister of local government, how he in the background manipulated the process of the street naming project that money had been given for. Years later, this still has not come to fruition. Ghana has become a country where people get into government not to leave a legacy but to line their pockets at the expense of the whole nation. That is his MO of being a politician along with others. Accountability is key and if this already shameless government lets this money fizzle into thin air, then they should expect retribution in a manner they cannot fathom.

A Mafia gang takes on a Deaf man to run their deliveries, feeling it would be safer having someone unable to overhear conversations. However, one day when he is to deliver a large sum of money, he never shows up with it. The mobsters track him down, but don't find the money on him. As none of them are able to use sign language, they bring in an interpreter.
Mobster: "Where'd you hide the money?" (Interpreter signs the question.)
The bag man signs his reply. The interpreter says, "He says he had to ditch it in the river because the cops were onto him."
Mobster: "I'm not fooling around! You better tell me where that money is!" (Interpreter again signs.)
The bag man signs his reply, and the interpreter relays, "He swears he is telling the truth. He had to get rid of it."
The mobster pulls out a revolver and points it between the Deaf man's eyes. "Tell me where that money is, or I'll kill you right now!"
(Interpreter signs his statement.)
The bag man, sweating profusely, signs, "It's inside a shoebox under a loose floorboard in my bedroom closet."
The interpreter says, "He says he doesn't know where it is and he doesn't think you have the guts to pull the trigger."

In as much as I agreed with Sarpong aka Cardinal with his demands as revealed in this article, I beg to differ as regards the person who he addressed the enquiry to (Hon Elvis Afriyie Ankrah). In my humble submission, I think with his demands, he is placing the 'cart before the horse' or 'jumping the gun'. If my memory serves me right, I would want to remind him of the three-man ministerial committee of enquiry, set up to investigate the very issues he raised in his article. If Hon Elvis Afriyie Ankrah had to respond to any queries, I doubt if Sarpong was the right person he would give account of his stewardship to. In the course of the investigation by the committee of enquiry, Hon Afriyie Ankrah will definitely have to give account of his stewardship and opportunity will be given to all those with any information pertaining to the Black Stars participation to provide statements. It is only after the committee have presented their report can any well-meaning Ghanaian make a well-balanced and informed comment on what really and truly transpired before, during and after the Brazil debacle. So far, all that Sarpong had published here can only be referred to as rumours; and rumours may have some elements of truth but mostly are embellishments of the facts.

You are an idiot. Not a dime of the money Afriyie Ankrah asked the government for and given was spent on Players or officials camping.
Players camping including transportation, accomodation and food towards the preparation for the world cup was paid for by FIFA. FIFA gave each of the 32 participating teams $1.5 million. This $1.5 million is not part of the $8 million GFA is waiting for.
The released itemization of expenditure budget did not show any budgeted expenses towards the preparation of the team. It showed only estimation APPEARANCE FEES fees for the 23 players and 17 officials.
The 15 officials listed and their daily expenses of $900 each, $750 hotel bill each aday and $150 per diem were not GFA oOfficials but Officials from the Ministry of Sports.

Sarpong, why are you so excited and emotional about this matter? I again ask, do you have a personal interest in this matter? Are you a member of the Commission of Inquiry that will be set up? Or have you been infected with the 'Sulley Muntari syndrome'?
If you cant proceed in a civil manner about this matter some of us will simply have to discontinue reading any material with your name attached to it.
Is it only your money that is suspected to have been misused in Brazil? Calm down and act reasonably and sensibly. I believe the truth on this matter will out - one way or the other. You should not act carelessly in a way that will make you look like a fool or some bad guy if at the end of the day what we all think now, is not quite exactly what it appears to be - and it can happen. If you confidently think you have the truth of the matter firmly in your grasp, deal with it in a sensible manner as to make you look and appear to be a mature person and not like a little child that has been given a ball to play with.
Your random use of silly and intemperate language on this forum to counteract those who dont share your opinions, alone discounts your integrity as a credible journalist(?).

You want to know who has an interest in this issue and wants it to go away, then it is this deputy Minister called WHATEVER whose only assignment by this ndc government to troll the forum and hijack every issue with his deliberate confusing arguments.
The question is, if you don't have any interest about this issue, why are you concerned if I dedicate the rest of my life to expose corruption in our government since I started writing articles in this forum in 2007?
If you don't find my articles to your taste, please, don't read them. There are other materials in this forum that might pass your goody-goody character. Don't subtly insult me and if I chose to respond in kind, then you will complain. I don't like dealing with people one can short of a six pack or are out to lunch. Hope you are not one of those and thank you I don't need your unsolicited advice. You need to do self introspection before you volunteer to pass your deficit morality to others. That is all for now, please, back off.

Sense alone should have told you that, Fifa's $1.5m amount is too small to cover all the financial commitments needed to be met in order to get ourselves adequately prepared and organized for the friendly and group stage matches and beyond. Your problem is you lack accounting sense. In 2010, government did not spend a dime on Blackstars on the final accounting and you plug numbers from your stinky ass. FIFA in 2010 did not give $1.5 million in preparation money but rather $1 million. The amount wasincreased in 2014 to $1.5 million.
Did you not learn the information I gave you yesterday that the government according to it made $2 million profit from the tournament?
In 2010, the government gave Blackstars$19 million. Ten million of the $19 million was returned as unused budget expense. When the Blackstars finally got its winning prize of $11 million which was actually$14 million, the government deducted $9 million from the $11 and declared $2 million profit.
What the government did in 2010 was that, it loaned the Blackstars or GFA the money and waited for the FIFA money to come in and the players received their appearance fees without any player agitations.
Did we do the same in 2014 as we did in 2010? No. In 2014, Afriyie Ankrah trying to dupe taxpayers said the money that will be given to the team should not be paid back. He received the Players and officials APPEARANCE FEES for the group stages before the team went to Rotterdam, Netherlands and still did not pay them. You should ask yourself why he didn't pay them in Ghana.
The plan by Afriyie Ankrah was to sit on the budgeted for appearance fees and wait till the FIFA initial$8 million to come through and pay them from that amount since appearance fees is mandated and paid for by FIFA.
The $3 million flew to the Players in Brazil came from INTER BANK in Ghana where the initial released government budget for the team was logged. Why then didn't Afriyie Ankrah paid the Players and safe the country the headache and embarrassment from the International community?
The truth will come out eventually.

Before the team departed to Brazil, I heard the minister making the point that the money that was being given to the GFA was a Government INVESTMENT so whatever money that will come from the Blackstar Brazil campaign will go the Government. That is why he said the GFA should not pay back because like in 2010, the money's recovery is hinged on the risky outcome of match to be played and team progression which determines whether you get money or not. It was an investment like it happened in 2010 and all investment carry the risk losses of capital and/or its returns in as much as it carries the opportunity of enhanced capital and increased returns.
True, yesterday you gave some figures which you claim constitute Government investment and returns in 2010. Personally I know the Government doled out a lot of cash in the 2010 campaign which it got rewarded handsomely from the money obtained from the teams advance progress. I couldn't remember the amount offhand that's why I chose yours to make it easier for you understand in terms of the underlying point I was making. Get it?
