  My problem with your reasoning is that your conclusion seems to suggest a natural tendency for every president to fail in his second term. If so, President JM deserves no blame because he's only obeying the rules of second presidential terms.
  
  In reality, something can always be done, eg, why allow NPA to use US $700,000.00 to pay annual rent? By simply investigating this matter, the govt will identify those who inflated the amount, draining our national coffers.
  
  
  Finally, notice that the former president's name is Kufuor and not Kuffour.

  Henry, it would have been useful if you considered the cause/s of the problems with presidential second terms. I do not consider them as a curse but self inflicted problems. The causes are varied and also differ in the US and Africa.
  
  In the US all first terms presidents pursue policies that would ensure his re-election. Once that is achieved, the objective is to ensure the success of his party's third term but this is not a must and therefore not committal. Therefore second term presidents becomes less careful regarding policies. In fact, some ministers and presidential appointees are more interested in their next jobs and in such environment they take their eyes off the ball. The environment becomes conducive for mistakes and scandals even in the midst of economic success. However, the case of Bill Clinton and Monica Lewinsky was different. That was the result of indiscipline and carelessness on the part of the president, which caused Al Gore the presidency.
  
  Regarding Africa and specifically to Ghana, it's because the president, his ministers and all political appointees are aware of the end of their enjoyment. Consequently, they begin to loot state resources for the dry days when they are out of office. This why the scandals break out and several allegations of corruption are reported.
  
  It is particularly bad under President Mahama because credible information from Ghana suggest that when NDC lost power and many of them were dismissed from public institutions by the Kufuor government and forced out of state bungalows, they had it very tough. To avoid such experience, this time they stealing enough so that they can survive without financial hardships at least eight years before they come back to power. That is why there are many create, loot and share going on. That also explains why many public institution subventions are in arrears because politicians and workers are stealing from the taxes collected. Because the political appointees themselves are stealing from the taxes, they cannot check the workers from doing the same and therefore, it's free for all.
  
  The NPP will probably do the same when they return to power because some of them are also financially and materially hard up for being out of power for eight years.

  Your analysis makes it look like Ghana is a basket case. If this trend continues, something will have to give at at some point, high rate of unemployment, collapsing businesses, youth unemployment...there is only one end result unless the situation improves soon.

  DKB, to avoid this vicious circle of politicians stealing and looting the state for their comfort when in opposition is to ensure that those who go into politics are achievers before they enter politics. Again, they have management and leadership skills and experience to enter the a competitive job market either in the private or public sectors when out of political office as it is in the developed democracies. Most of Ghanaian politicians have no management and leadership skills and experience so when they out of power or political office, they have no means of making a good living. That is partly why most have to resort to looting from the state. Though the level of corruption and how politics is practiced in Ghana are such that more would have to be done to stop politicians from stealing from the state for their future comfort, especially when they out of power.

  Kufuor started negotiating for his hotel in 2002 when he came to power in 2000 and the whole Gizelle Yajzi affair started in 2001. In actual fact, Kufuor's corruption started the day he entered the castle in 2000, which paved way for manipulations ending vote-rigging in 2004. Actually the Kufuor fiasco began the day he won the elections!!! If you like, I can prove this to you, backing my argument with documents.
  
  Are you normal in Ghana at all. I have the feeling we must be from a very different planet, or our Creator must be different from the One who created those in the Western world; or better still we must have been made from a different clay.
  
  Charlie, who are you kidding? Find something to do with your life and stop lying.
  
  In any case, we have a long way to go if guys like you think Kufuor achieved some success during his first four odd years.
