  Record keeping in general is not our forte. Just before independence we adopted the name Ghana to replace the Gold Coast,the name given by the european colonizers. This name change became necessary because we rejected the old name and settled on the name Ghana because some members of the British colonial administration revealed how some of us had been a part of the Old Ghana Empire and only migrated to present day Ghana at the time of its collapse. For thousands of years our history has been passed on orally, from person to person, generation to generation. We all know how oral history is susceptible to human errors as it's passed on.
  We have a pre-historic state of mind. Records keeping therefore means very little or nothing to us. On the other hand since we're very prone to criminal activity we tend to see good record keeping as the smoking gun in any criminal investigation. While men lie and are inconsistent in their testimonies, records once made will remain unchanged except when they're tampered with by man seeking to escape conviction.
  Where records exist we destroy, falsify or hide them for fear of being incriminated by those same records. Wofa Sammy Dzandu, you're a liberated mind and know the value of record keeping. I'm afraid we can't say same for some of our less educated compatriots. The well educated politicians and civil administrators know the advantages that would be gained from good record keeping but are dragging their feet for obvious reasons. Why is it that we're still struggling with creating a national identification system for the entire nation when the ruling elite know how important that is for so many reasons.

  I agree with you. There's organized crime within the corridors of the justice department. The missing files don't have legs and just can't sleep walk. I believe the problem is not limited to the justice department but it's widespread in all departments across the country. Why can't the government solve the problem by embarking on an ambitious computerisation program throughout all branches of government. It's also about time government invested in secret cameras to check the stranglehold on the economy by organized crime.
