There was no contract between GoG and Waterville to send to Parliament for approval because Waterville failed to fulfill conditions precedent for the contract to become operational.

A few facts are in order here. Vamed was the original company which won the bid in 2005 for the construction of stadia in preparation of CAN 2008. Vamed tranferred its interest in the job to Waterville. Waterville engaged Michelleti and Consar o the construction while it focuses on sourcing funds for the project. Waterville also engaged MPowerback, the company Woyome acted as alternate director to assist in raising funds for the project.

On August 6, 2006 Waterville failed to source funding for the stadia and the so called contract was abrogated. On September 15, 2006 Waterville accepted the abrogation and demanded payment for work done on the principle of quantum meruit. Michelleti and Consar were paid by GoG for work done. Michelleti and Consar paid Waterville and Watervile terminated its contract with Woyome on November 26, 2006 and settled with Woyome.

There was no contract between GoG and Waterville to send to Parliament for approval, that is why GoG paid Michelleti and Consar, not Waterville. Woyome's contract was between him and Waterville.

First of all, Woyome is a Ghanaian so if there was any contract between him and government of Ghana, why would that have required approval by the parliament of Ghana? Have you asked yourself this question? The gospel fact was and still is that Woyome never had a contract with the government of Ghana. So your blame game falls flat. Did you hear or read about Mr Woyome himself saying in an interview on Peace FM that he never had a contract with government?

For your information and since you have refused to get your facts right, Woyome was a sub-contractor of Waterville and out of the good intentions of the then government and in the interest of Ghana, officials supported both Waterville and Woyome to secure funds to deliver the projects but they failed to do so and that is why the government decided to terminate the contract with Waterville.

Now why the agreement with Waterville was not taken to parliament for approval. For your information, part of the terms of the agreement with Waterville included a clause which stated that the agreement will come into force on approval by parliament. When the government realised that Waterville could not secure funds to deliver the contracts on time and that could embarrass Ghana if the facilities were not ready for the African Cup, a decision was taken to terminate the contracts and re-award them. As a result, there was no need for the agreement to be taken to parliament for approval. The contracts were subsequently re-awarded to a Chinese company and it was that agreement which was taken to parliament for approval.

Tell me why the government should have taken the agreement with Waterville to parliament when the contracts had been terminated?

Both Waterville and Woyome had no locus standi to sue Ghana government because when the contracts were terminated the government recognised that some work had been done by them. The work was therefore evaluated and costed by proffesional consultants and the government ordered the Chinese company to pay Waterville for the work done and the Chinese company paid Waterville (as expected under Quantum Meruit).

Waterville and Woyome were able to criminally defraud the state because NDC ministers and collaborators colluded with them. Ministers such as Betty Mould Iddrisu and Barton Oduro abrogated their responsibilities by not checking the available documents because they either wanted to blame the NPP government or stood to benefit from the create, loot and share enterprise.

You should be ashamed of yourself and all those who committed this criminal act. Even when ministers found out that Woyome did not have a contract with government, they still went ahead and paid him.

Shame unto you. NDC should stop defending Woyome and also stop attempting to blame the previous government for their own complicity, incompetence and mismanagement on this matter. Put Ghana first.

It will interest you to know that, in the same letter of recommendation, the deputy minister made it clear that the government will not be responsible for any loan granted to Woyome.

The Supreme Court made that declaration that he did not have a valid contract because it was not approved by the government technically means the same that what he presented to the court as contract was not a contract at all.

Woyome himself said he did not have a contract with government.

Woyome is a shasta. He initially said he had a loan of one billion approved by Bank of Austria but when the bank said Woyome loan request was not approved, the thief changed his story and said he has the loan from a Bank in Ghana and guess which Bank, Merchant Bank that was bankcrupted by Ndc and sold to new owners that still remains a mystery, though the owners are believed to be closely associated with the President of Ghana and some Ndc members, what a coincidence.

There was no contract between GoG and Waterville which engaged Woyome through MPowerback to assist in raising funds for construction of stadia in prepartion of CAN 2008 to send to Parliament for approval. This was because Waterville failed to fulfill conditions aprecedent for the contract to become operational. Besides, Woyome was paid by Waterville for his services after the puroported contract was abrogated.

Let the Ghana Govt. also publish the time line of events (including the part played by all officials involved) up to the day when the final amount was given to Mr. Woyome. Let this forum be a public law court to debate this case. But, first, we need the facts.

Don't forget, this letter was not given by the government but as a friend to Woyome and that is why it was stated in the letter that government of Ghana will not be responsible for any loan granted.
