To me, it should go back to cover the rubbish PNDC era too. It should therefore go as far back December 1981.
Second, all these measures you have outlined will not work if Ghanaians don't have a change in mindset and attitude towards work.
Institutions must be working to full capacity devoid of laziness, cronyism, nepotism, corruption.
Fama Nyame (leave it to God) mentality must not be entertained.
The law should be respecter of no person; whether you're the minister or the messenger, the president or the pastor/imam, the chief or the bookman. The law should be applied in all cases.
Your measures could be described as the mechanics to get the economy working but not the economic methods to revamp the country.
Lastly, NDC and NPP should be dumped; they are not good for the country.

For this country to see any meaningful development there must surely be a paradigm shift in our scheme of doing things. Going to foreign institutions to dictate to us how we should solve problems created by ourselves does not make us intelligent thinking human beings.
I don't have time to go over all that you have said but I for one think that as a country, if we want to make any headway then a serious thought must given to what you have just highlighted.

Yesterday August 21,BBC air document on bailout on SPAIN,ITALY,PORTUGAL and GREECE and how far has the bailout affect the ir country if any progress at all or things turn for the worse.According BBC report the bailout has on those countries things has turn for the worse and Ghana seeking bailout is looking for a recipe for a disaster. The bailout is only puting money into NDC pocket.l mean GHc 56 billion into NDC pocket because president Mahama cannot show a single project out of this GHC56 billion workers are not paid, contractors are not paid,no water, no power,GETfund not paid,NHIS not paid etc and the said aspect of the bailout is that our cedi is not going to par with the dollar but rather lose some of it value.Ghanaians should go and demonstrate again this bailout for it will not benefit us only makes our life harder and at the long run NDC got Ghc56 billion for free.
The economy is hitting workers hard and many are looking for ways to balance the family budget.
