Let me take this opportunity to school readers and especially Stephen Quaye.
Not long ago this same DARGATTI ECONOMICS was propounded by the so called Doctor Bawumiah of the struggling NPP IN opposition. It has never been new and smart and clever Ghanaians Like me Kola can recall when their high profiled thief, Kufuor won power in 2000, he decried despairingly about same public debt at the time to the amazement of many well meaning Ghanaians.
Total debt stood at only 200million dollars under Rawlings YET at the end of KRONFUOR'S tenure, it jumped to over 40-billion dollars minus the HIPC forgiven, NOTE here that it jumped from millions into BILLIONS under Kufuor Kronfuor minus the HIPC without anything to show for it. At least Rawlings's tenure left a debt of around 200-million dollars having embarked on a country wide electrification projects with a host of others.
It has become clear that the NPP is playing it's last CARD. A Card which borders on PRACTICAL ECONOMICS where non of their authors nor Political aspirants is able to justify their own HUMONGOUS HIPC debt forgiven plus the over 40-billion debts and yet,in addition, returned the debt situation back to an unprecedented level before we booted them out of office, You think Ghanaians are fools?
NPP's Last Card in which they themselves are the culprits who have created the mounting debts position we are faced with. Compare their debt when they left office to when they took over from Rawlings, and you are counting from 200-million Dollars under Rawlings to over 40-Billion Dollars under Mr. Kick-backs Kronfuor.
I really do not understand when this Stephen Quaye writes about Fiscal Policy and cannot explain it because he is absolutely novice of Government 'fiscal policies'.
An expanding economy in no doubt will have increased debt stock. And so the difference is when Government spends in an avenue which is productive. And Stephen Quaye should know this by now and that Mahama's Government is doing well in revamping most industries in the country. A good example is the sugar industry in KOMENDA and many more similar development in the central region which the NPP fear they are going to lose in that region which has become the decider in elections.
The Increased and increasing Growth in Ghana has a characteristic feature of increased debt because no fool will run a developing economy like ours on a surplus budget, it must always be a budget of deficit( borrow more spend more strategy).
Given an increasing Population in Ghana with high demand on utilities in an ever increasing conurbation, it is only prudent that the Government embarks on such prudent decision to develop good roads as seen in Accra, Kumasi, Volta Region, Northern region and almost all the regions not to forget developments in the Education and Health sectors with modern facilities.
I think this author ought to rethink to re-write his article again as he has no clue of what he has written.
Stephen Quaye stop writing 'FISCAL POLICIES' when you have no clue about it.

Illiterate fool, none not non of what you wrote makes any sense. Your last three paragraphs does not make any sense.
If Rawlings left $200 million debt, how come HIPC forgave Ghana 4.2 billion dollars external debt, you illiterate fool. Rawlings bankcrupted Ghana to the tune of 8.9 billion dollars with a GDP of 3.9 billion after twenty years in office.
