  Amenga-Etego can praise Rawlings to heaven but Ghana would have been better off without him. It was the relentless efforts of the Ghanaian people that forced the dictator to change his mind. Outside forces including the United Nations, the European Union and especially the World Bank and the IMF played a role in forcing all the African dictators to either relinquish power or transform into civilian uniform. That is what brought about this reform. If left with Rawlings alone, Ghana would still be under a tyrant.
