  How can any body go and act in a position where a particular group are recruited and trained to handle? The government is seeking the collapse of the decentralization system if all these useless change of conditions of service are not stopped. The head of service position should be left for people to raise through the ranks in order to occupy and do away with political bastard who are interested in frustrating people.
