It is not the government's responsibility to provide her with training equipment, accommodation,etc as she and coaches are saying. If she has any intention of continuing running, then she will be well advised to turn professional. As a professional athlete, she will gain sponsorship from an athletic shoe companies like Adidas, Nike or Puma. A sponsor will fund her training and living expenses thereby giving her the opportunity to train and compete, without any financial worries. Short of that she can enlist in the armed forces where she can pursue her graft as an amateur athlete.
