  NPP and NDC are benefttinf from weak institutions thats why the do not want to change a very bad constitution forced on us in 1992. How does a constitution that allows unlimited MPs and Ministers be good for a poor country like Ghana? how does a constitution that allows the president to appoint and dismiss security chiefs easily help fight corruption? why the constitution gives the power of prosecution solely to a political AG beats my mind. Can the AG prosecute a colleague cabinet member? Also District Chief executive positions are used as jobs for the boys instead of opening it up for people with the passion and knowledge in governance to stand for elections for these post to help grassroot development

  The executive has been appointed by parliament and supervised by parliament. They should be a bunch of technocrats reporting to parliamentary committees. Chief directors should suffice, we don't need ministers. In some countries, they are called Permanent Secretaries. These non-partisan civil servants will serve the country. Let parliamentarians caucus along regional lines.
